AASKI will provide high quality services and products for the end users of the SeaPort-e Contract. The following paragraphs describe the key quality assurance program processes AASKI and team members will follow to ensure the high quality of our products and services. The AASKI SeaPort-e PM and individual TO PM(s) are responsible for ensuring individual processes are created and in place, utilized and kept up to date during contract execution. The following procedures will be adhered to by AASKI personnel in the execution of products and services as requested by the ordering agency:

1.1 Services and Supplies: All services and supplies provided by AASKI will be controlled at all points necessary to assure compliance to contractual requirements. The Quality Assurance Program will provide for the prevention and ready detection of discrepancies and for timely and positive corrective action. Instructions and records for quality will be maintained and controlled. The Quality Assurance Program will facilitate determinations of the effects of deficiencies and costs on the program. The Quality Assurance Program will include an effective control of purchased materials and subcontracted work.

1.2. Relation to Other Contract Requirements: This Quality Assurance Plan and any procedure or document executed in implementation thereof, will be in addition to other contract requirements. AASKI is responsible for compliance with all provisions of the basic contract and TO and for furnishing the specified services and supplies, which meet all the requirements of the TO. If any inconsistency exists between the contract schedule or its general provisions and this plan, the contract schedule and general provisions will control.

1.3. Quality Assurance Program Management: Effective quality assurance program management will be clearly prescribed by the AASKI PM and TO PM and at a minimum will include the following:

• Personnel performing quality functions will have sufficient, well-defined responsibility, authority and the organizational freedom to identify and evaluate quality problems and to initiate, recommend or provide solutions. Management will regularly review the status and adequacy of the AASKI Quality Assurance Program
• Upon TO award, AASKI will initiate initial quality planning. AASKI will, during the earliest practical phase of contract performance, conduct a complete review of the requirements of the contract to identify and make timely provisions for special controls, processes and skills required for assuring service and product quality
• AASKI will assure that all work affecting quality will be prescribed in clear and complete documented instructions of a type appropriate to the circumstances. Such instructions will provide the criteria for performing the work functions in accordance with acceptance criteria. They will also serve as the basis for supervising, inspecting and managing work
• AASKI will maintain and use all records or data essential to the economical and effective operation of the Quality Assurance Program. Copies of individual records associated with this contract or individual task orders will be furnished upon request. The AASKI PM and TO PM will assure that records are complete and reliable. The records for monitoring work performance and for inspection and testing will indicate the acceptability of work or products and the action taken in connection with deficiencies. The Quality Assurance Program will provide for the analysis and use of records as a basis for management action
• AASKI TO PMs will promptly detect and correct assignable conditions adverse to quality. Corrective action will extend to the performance of all subcontractors, suppliers and vendors and will be responsive to customer feedback. Corrective action will include as a minimum: (A) Analysis of data and examination of deliverables to determine extent and causes; (B) Analysis of trends in processes or performance of work to prevent nonconforming deliverables and (C) the introduction of required improvements and corrections, an initial review of the adequacy of such measures and monitoring of the effectiveness of corrective action taken

1.4. Standards: The AASKI Quality Control Program will provide complete coverage of all information necessary to produce a deliverable in complete conformity with the requirements of the contract.

1.5. GFE/GFM: All GFE/GFM will be managed in accordance with the requirements of the overall contract and individual task order.
